Poverty and Hunger are the biggest challenges not only for the survival of the people but also for the development.
We define the poorest as those who consume less than Rs.600 per capita per month in the villages and below Rs.860 per capita per month in the cities. These cutoffs help identify the poorest tenth of the Indian population. 10 Poorest states in India are as follows:

Chhattisgarh is India’s 18th most populous state and home to 26 million people, 10 million of who are poor. The state has the highest poverty rate in the country. Chhattisgarh is a source of electricity and steel for the country, accounting for 15% of the total steel produced as well as a large contributor of coal.Chhattisgarh, then a backward region of Madhya Pradesh, was carved out to make a separate state in November 2000, Given the lacklustre economic conditions and progress of the state, it is not surprising that Chhattisgarh tops the list of states in terms of poverty rate. The Tendulkar committee estimates by the Planning Commission point towards 40% of the population living below the poverty line.The economically better-off districts in the state are not much better in terms of poverty. More than a fifth of the population in every district lives in extreme poverty.

The incidence of poverty in Jharkhand is estimated at 46%; however 60% of schedule caste and schedule tribes are still below poverty line.In a report released by the UN Development Programme and the Oxford Poverty and Human Development, it was found that in India, the number of people living in multidimensional poverty went down to 369.55 million in 2015-16 from 690.55 million in 2005-06. This is a considerable reduction of 271 million people in a decade.Jharkhand reduced the incidence of multidimensional poverty from 74.9 per cent to 46.5 per cent between 2005-06 and 2015-16.Across India, the number of people living in multidimensional poverty has gone down from 690.55 million in 2005-06 to 369.55 million in 2015-16 — a reduction of 271 million people in a decade.

northern-most state of Arunachal Pradesh exhibits moderate to very high levels of poverty (69%). The population in Arunachal Pradesh is overwhelmingly rural, with low per capita income and low literacy rates, hence most susceptible to a climate related disaster. The population located around the urban centers is more educated, have higher per capita income and are thus more capable of coping with climate variability. The highest disparities of income are seen in Arunachal pradesh.

The state of Bihar in India is home to some of the country's poorest people. Bihar is one of India’s largest and poorest states. Until 2007, economic growth in Bihar was much slower than the rest of the country. Two million 6-13 year-old children were out of school and teacher absenteeism was rife. Over half the homes were not connected to roads, only a fifth of households had access to piped water, and electricity was not available to the vast majority of households.During last 20 years poverty has declined by more than 14 percent but number of poor persons increased during the period. Landlessness and low per capita land are also major causing poverty in Bihar.
